    "content": "The principal Act also does not provide for the qualifications for appointment of a vice- chancellor. The current Act gives the provision for the CS for Education to prescribe those regulations. Currently, private universities do not receive any funding from the Government. But in Clause 15 of this Act, they have been given a chance to receive conditional grants from the universities fund, which is good."
