"content": "Thank you, Hon. Deputy Speaker. I rise to contribute on this mediated version of the Energy Bill. I have seen the original clause that is clearly ambiguous. Because of the constitutional deadlines, we will have to pass this law. I encourage committees and this House to look at some of these provisions. I have issues with the proposed agreed version, which says that one person shall be nominated from the KEPSA. I have issues with such laws. How do you go to the private sector and appoint a federation or association that could change any time? You may find that another grouping has come up and it has more members than the KEPSA. So, the proper wording going forward should be the federation that has most representation of the private sector rather than go for a specific one. We had these challenges with the likes of the Central Organisation of Trade Unions (COTU) and other associations. So, the trend right now over this sort of law is saying the most representative of that particular sector rather than be specific because tomorrow they might not be the most representative. I will support because of the deadline but it is a law that should be subsequently changed and as we move forward, let us have a general provision to take care of a sector rather than target a specific grouping.
