"content": ", instructed the Caucus Committee to file an appeal. We even agreed on the advocates who were to file that appeal. The Caucus put the appeal together but it is yet to be filed by the Committee. If there is any reason for it not to be filed, it is incumbent upon the Committee to explain to hon. Members in a kamukunji – that, the reasons as to why they are not appealing are \"a\", \"b\", and \"c\". I think that is inappropriate. The Chairman has not been very clear on the issue of Chase Bank. There is a sum of Kshs350 million – if not more – that the NG-CDF Secretariat deposited in a fixed deposit account at Chase Bank. There is absolutely nothing wrong with what they have done. We are just saying they should declare that Kshs350 million of the NG-CDF funds are stuck there. We should try and get it out or at least a declaration should be made. When you burry your head in the sand, you create confusion. I have heard a rumour that the amount has increased to Kshs1 billion. We are not sure why. Finally, 90 per cent of the officers of the NG-CDF Secretariat have been in acting capacity for the last 10 years. These people have worked so hard. They have done so well yet they are in acting capacity. With those few remarks, thank you."
