    "content": "Exactly. This computation of Kshs808 million was done by the County Assembly. The County Assembly summed up the votes in the development budget that went directly to capital projects. I must mention that when doing this reporting, we received a circular from the Controller of Budget with a format which we were supposed to abide by when reporting on capital projects that we are doing in the wards."
