    "content": "Let, me paraphrase my question: If an issue of how resources are being spent by the County Executive is brought to the attention of the County Assembly which essentially oversights how resources are spent, would it be a justification that because the auditor and controller general has not audited the executive, the Assembly should not take any action with regard to how those resources are being spent by the executive?"
