    "content": " In the County Government Budget Implementation Review Report, first quarter financial year 2015/2016 from the Controller of Budget, it is reported that Nyeri County Government utilized the locally collected revenue at source in contravention of the law. The Controller of Budget during the first quarter of financial year 2015/2016 authorized for withdrawal of a sum of Kshs545 million into the operations account. However, the county spent Kshs615,143,048 which is Kshs70 million in excess of what the Controller of Budget had authorized."
