    "content": "They have just listed the provisions of the Public Finance Management Regulations, 2015, but they have not given us the details as to how there is inconsistency. The other two grounds are very flimsy. Regulation 13 on the establishment of the Senate Monitoring and Evaluation Committee provides for the establishment of the Senate Monitoring and Evaluation Committee whose function is to oversee money allocated to the Fund. The Committee observed that this would create conflict of interest since the membership of the Committee comprises the same Members who would be directly responsible for receiving and distribution of the Funds’ money"
