    "content": "Mr. Temporary Speaker, the Chairperson sought this answer initially from the Cabinet Secretary in charge of the national Treasury and the Controller of Budget and they were not able to give an answer. The Controller of Budget and the National Treasury are supposed to control all the funds and know where each county has put the funds. Does this mean that the Government does not know where counties put their money? It is a dangerous situation if the national Government, the National Treasury and the Central Bank of Kenya do not know where public funds are kept. We had to get the information from a different organisation, yet we have Government institutions charged with the responsibility of overseeing and ensuring safety of public funds."
