    "content": "I refer Members to Chapter Two which deals with public participation. We came into this to facilitate public participation. In this Chapter, we have tried as much as possible to state the views and proposals of the public on each and every amendment that was part of the Act that was referred to us. On page 11 we have the use of biometrics in the identification of voters and we have indicated the views of the Independent Electoral and Boundaries Commission (IEBC)."
