    "content": "Mr. Speaker, Sir, I think I am part of those six Members from CORD who decided to register a minority report. For the purposes of the records of this country, we decided to append this attachment. With your direction, we decided to have public hearings which were not simply political aesthetics or relations for this Senate but they should have found that input into the very substance of this Bill. The overwhelming majority of the petitioners; The Council of Governors, Kenya National Chamber of Commerce and Industry and everybody else across the board who gave opinions to this Act were overwhelmingly of the view that the electronic system must be backed by a technologically based system.
