    "content": "Mr. Speaker, Sir, it has come to our attention that there is a problem with one delegation. It is required under Standing Order No. 71(2) (a) that:- “Each county delegation shall have one vote to be cast on behalf of the county by the head of the county delegation or, in the absence of the head of delegation by another Member designated by the head of the delegation”. An unprecedented situation is in the Senate today, where there are two letters from one Delegation. A determination must be made as to how the vote will be cast. As we sit here we cannot determine whether one or both letters are properly signed by the person. I request that before we proceed to vote, a determination should be made about the vote for Kisii County. That vote is now held by two persons; one carrying a blue letter and the other carrying a yellow letter, purportedly signed by one person. We seek your directions because we do not want rigging in the Senate."
