I am not repeating, but to further highlight Article 123(4)(b) which says that there will be consultation with other Members. Article 123(4)(c) states that it will be supported by a majority. It appears to me that there are three members of the Kisii delegation. Sen. Obure is the Head of it. It they are three members and he has written one letter and he has consulted with the one person that he has written to and Sen. Onchwangi is waiting to consult with Sen. Ong’era. Whichever way we look at it, even if we talk about this thing for a while, it will end up in the same place. Considering that you have made a ruling, I would propose that we proceed on the matter."
