It should be read in the total context and we should read the whole of it. The word ‘notwithstanding’ should also be read with the word ‘complementary mechanisms’. In this context, the word notwithstanding could be understood to mean in addition to. So, in addition to what is provided in Section 44, the Commission will put in place complementary mechanism for identification of voters and transmission of election results.
