    "content": " Hon. Senators, as you are aware, this is not the first Bill that we are passing in this House and neither is it my first day to sit on the Chair. We have transacted businesses and more contentious Bills in this House and this is the tradition we have set for ourselves. As I give this communication, let us be honest with ourselves. We should not bend the rules when we want to. This is not the first time we are voting on Bills. My direction, as you requested, is that we will proceed in the manner that I have directed. I now direct that the Division Bell be rung for one minute."
