    "content": "Hon. Temporary Deputy Chairman, I beg to move: THAT, the Bill be amended by deleting clause 3 and substituting therefor the following new clause— Amendment of “3. The Privatization Act is amended in section 5(1)(d) by section 5 of No.2 inserting the words “through a competitive process” of 2005 immediately after the word “Minister” The import of this amendment is to ensure that the best is realised. First, that the process is competitive. That, those to be appointed are identified competitively so that you realise the best out of what you have."
