    "content": "the national Government and it continues, while the county governments lie without money. As far I am concerned, the biggest score which Kenyans did with the new Constitution was devolution. So, if you do not fund devolution, it means the whole agenda of the new Constitution comes to zero, because for the next so many months, there will be no money going to the county governments, while the National Government proceeds. This is not fair. The national Government funds the Parliamentary Service Commission (PSC) and other commissions. From a budget point of view, they are part of the national Government. This means that Parliament and other institutions and commissions will be funded, but not the county governments. I think the incoming Senate has a duty to cause a referendum to happen in order to revisit the Senate and make it an upper House, the way it is in other countries. Madam Temporary Speaker, with those few words, I wish to support."
