    "content": "Thank you, Hon. Deputy Chairman. I am inclined to oppose this particular amendment. It might have knowledge on finance and issues budget although not very up to date, but I would like to be educated on the import of approving upfront a 10 per cent expenditure. What then is the role of a Supplementary Budget? We appreciate that each time you allow the Cabinet Secretaries to bring supplementary budgets, but allowing them to spend upfront 10 per cent above, in my view, goes contrary to the constitutional provisions in terms of how then, you appropriate money for the various functions. I am happy to be educated, but I feel inclined to oppose it."
