    "content": "Thank you, Hon. Deputy Speaker. Indeed, the Motion before us is very critical. I was looking at its practicability in terms of implementation. As the Mover, my friend Hon. Julius Melly put it there are a lot of problems in this country particularly when it comes to emergencies. The police, ambulances and fire engines are critical when it comes to saving lives. My worry is about implementing this Motion. I have visited big cities like New York, London and other jurisdictions where I have seen this aspect happening. Indeed, it will be a wonderful idea to have this implemented in this country however, we have land challenges."
