    "content": "First of all, let me just briefly talk to the background of the establishment of the EALA. It is under Article 9 of Treaty of the East African Community (EAC). It is one of the key organs and independent institutions of the Community. Article 50 and 51 which will be referred to most of the time in this Report of the Treaty provides for election of Members of the Assembly and the tenure of office of the elected members respectively. Specifically, Article 51 (1) provides that an elected Member of the Assembly shall hold office for five years and is eligible for re-election for a further term of five years. It means that if one is lucky, one can only serve for two terms in the EALA."
