"content": "Kenya has made significant steps towards improving its anti-money laundering measures and abiding by global standards on anti-money laundering and financing of terrorism. To further tighten these measures, I propose to amend the Proceeds of Crime and Anti-Money Laundering Act to address money laundering and terrorism financing risks associated with non face-to-face businesses and transactions. In addition, I propose to include the SACCO Societies Regulatory Authority (SASRA) as one of the supervisory bodies under Proceeds of Crime and Anti-Money Laundering Act to give the Authority a legal platform to monitor the compliance of deposit- taking SACCOs in respect to prevention of money laundering and combating financing of terrorism. Currently, there are limited criteria for assessment of applicants to acquire casino operations license. It is important that before issuance of the casino license, individuals and companies are vetted in order to adhere to global standards on anti-money laundering measures. In this regard, I propose to introduce a legal framework that will enable the Betting, Control and Licensing Board to take into account a wider criterion while undertaking fit and proper test."
