What you have raised is in order, but the budget committee and even the Chair of Justice and Legal Affairs Committee is here, there is no existing legal framework. So putting all that money in there would have been very useless. What they have done is they have put Kshs100 million to jumpstart the consultation and stakeholder engagement on how to prepare the Bill so that the AG can send it to the House. Once we pass that piece of legislation, I am sure at the stage when we are going to do our Supplementary Estimates we will bring back the money."
