    "content": "Reduction might not help. We may need to do a patch of the leadership in this Commission and perhaps look at the law. Hon. Cheptumo is here. We need to look at the law which creates this Commission. I know it is the Constitution. I heard Hon. Angwenyi talking about the Ministry which supervises it. It does not have a Ministry. This is an independent constitutional commission with all the powers. It is only answerable to the people of Kenya through this Parliament. So, this Parliament needs to do something other than just giving out money because this is a function it executes."
