The fact that you have requested to contribute does not mean you will get to contribute. It depends on many factors including time. As I have already said, Statements under Standing Order No. 46 (2) (a), do not require comments from any other person other than the Senator making the Statement. The time of the Senator making the Statement is also restricted to a maximum of 10 minutes. So, Sen. Madzayo, being a Member who has been around for a while, you should have known better. In any case, assuming you want to speak, you are supposed to approach the Chair and explain yourself, rather than saying that you have requested to speak and so, you must speak. I will give three minutes to Sen. Ledama Olekina."
