    "content": "Hon. Speaker, pursuant to Standing Order No.33(1), I seek leave of the House for the purpose of discussing the crisis of the sugar industry in Kenya. The sugar sector in the country continues to face numerous challenges some of which are high cost of production, importation of unregulated and contraband sugar, cane poaching, low productivity and heavy indebtedness of the publicly-owned sugar milling plants, non- payment of sugarcane farmers, imprudent business decisions and corruption among other issues. This has seen the collapse of many sugar companies and disillusionment of farmers. Indeed, during the 11th Parliament the Departmental Committee on Agriculture, Livestock and Cooperatives, and Departmental Committee on Finance, Planning and Trade inquired into the matter and tabled their reports in the House. These two Reports were adopted by the House."
