    "content": "I am also cognisant of the importance of this Bill in ensuring that each county government has its respective share of revenue raised nationally as well as conditional allocation. I am aware that this is the last County Allocation of Revenue Bill to be formulated on the basis of the second formula for the annual allocation of national revenue among the counties. I recommend that these governance matters in counties be considered when coming up with the third formula. I am concerned on the support to counties by development partners.
