    "content": "worrying me most as a Member of the Departmental Committee on Health is that we are still doing very poorly when it comes to the percentage as per the Gross Domestic Product (GDP). The World Health Organisation (WHO) recommends that at least 10 per cent of GDP should be allocated to health. Many countries are doing very well on this. As we struggle nationally as the National Assembly, each and every county allocates its monies in different ways. We do not know what percentage it is. Some allocate 20 per cent, 5 per cent and some are very low. This can be standardised in a way that the funds for health in the counties are ring-fenced at one percentage. That is something that the Senate should have a strong look at."
