    "content": " Thank you, Hon. Temporary Deputy Speaker for giving me the opportunity to speak on this very important Motion. This is a Bill which will enable us to share revenue amongst all our 47 counties. As per the provisions of the Constitution, it originates from the Senate. Whilst it is really important for us to appropriate these funds, we should demand full accountability, transparency and prudence in the management of these resources. It is true that some of our counties have been getting so much resources. Some counties receive as much as Kshs11 billion. For sure, we do not have a lot to show for it. There is a lot to be done to ensure that there is prudent management of resources within our counties, especially in the marginal counties. This is where the Senate has failed us.
