    "content": "The Bill proposes to amend the University Act, 2012, to change the manner of the appointment of chancellors and vice-chancellors of public universities. The vice-chancellors will be recruited by the Public Service Commission (PSC) as opposed to the university council. This is because of what went wrong when the Vice-Chancellor of the University of Nairobi was being recruited. It took long and was tedious. The council members were compromised. That function is now being given to the PSC."
