  • 8 May 2013 in National Assembly: So, you cannot, in the first place, give the counties Kshs198 billion and at the same time, tell them that out of that, they have Kshs43 billion as conditional allocation. That should be separate according to the Constitution. Secondly, when you say that the revenue “shortfall” below the threshold set by the Cabinet Secretary will be shared between the national and the county governments, the term “shortfall”, should be explained. When we were making the Constitution and coming up with a formula, we wanted to ensure that we can predict accurately the revenue to accrue to the counties. But when ... view
  • 8 May 2013 in National Assembly: The third point is that we have talked a bit about allocations to hold counties harmless. This particular statement is coined by the Executive arm of the Government that amounts to saying that they want to compensate counties which receive lower resources on application of the approved formula by Parliament. Parliament approved a formula on how to allocate resources, taking into account the fact that in the past we had some counties that were historically aggrieved. They were unjustly catered for in the past. The formula tries to cater for those counties which, in our view, were not catered for ... view
  • 28 Nov 2012 in National Assembly: Mr. Speaker, Sir, I thank the Prime Minister for his Statement on the formula for revenue allocation and particularly his reference to the key Bills; the Division of Revenue Bill and the County Allocation of Revenue Bill. Given that the two Bills are essential for implementing the formula, in other words, the formula will only be applied when the two Bills have been passed; and given the limited time we now have at our disposal, I would like the Prime Minister to assure this House that the two Bills will be brought to the House for debate and passing in ... view
  • 27 Nov 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to move the following Motion:- THAT, this House adopts the Budget Committee Report on the basis for Allocating Resources among the Counties for the period 2012- 2015 laid on the Table of the House on Thursday 22nd November, 2012. Mr. Temporary Deputy Speaker, Sir, from the onset, I underscore that solemn responsibility that the new Constitution has given Parliament in ensuring that devolution is supported financially and more so, in acting as a link between the Commission of Revenue Allocation, the Executive and other stakeholders, to provide quality and equitable services to all ... view
  • 27 Nov 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like to thank Mr. Kimunya because this is an important Motion. (c) Poverty index is given 20 per cent weight and depends on the index calculated by the official statistics agency on poverty per county. (d) Land size given 6 per cent weight and was introduced as a measure to ensure that the citizens of the counties with large tracts of land were not disadvantaged by the difficulties in transportation, communication and logistics in relation to the counties with smaller land areas. (e) Physical responsibility which was given 2 per cent weight and ... view
  • 22 Nov 2012 in National Assembly: Mr. Speaker, Sir, I beg to give notice of the following Motion:- THAT, this House adopts the Budget Committee Report on the Basis for Allocating Resources among the Counties for the Period 2012/2015 laid on the Table of the House today, Thursday, 22nd November, 2012. view
  • 19 Sep 2012 in National Assembly: Mr. Deputy Speaker, Sir, I beg to give Notice of the following Motion:- THAT, this House adopts the Report of the Joint-Committee of the Budget Committee and the Departmental Committee on Finance, Planning and Trade on inaccuracies/inconsistencies in Treasury Tax and Revenue Accounts for 2007/2008 (Volumes 1 and 2) laid on the Table of the House on Wednesday, 19th September, 2012 view
  • 9 Aug 2012 in National Assembly: Mr. Deputy Speaker, Sir, it appears that the Assistant Minister is going to come back with a much more comprehensive answer, but let me very quickly just add two things. One is that a feeding power policy was introduced in March 2008 to attract and facilitate investors. It is a commendable policy which we should all support. Could the Assistant Minister, when he brings a comprehensive answer, also quantify the number of investors who have come forward to take advantage of that facility since 2008? Secondly, the ordinary person is not worried about the 18,000 megawattss in 2018, but is ... view
  • 21 Jun 2012 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. At long last you managed to spot me. I stand to support the Motion. Whether we pass it today or next week, it will still be a rush. We have worked briefly with the Minister for Finance. We have had a very good relationship. He has given undertakings before which he has followed. Today, the Minister has given two major undertakings. One is that he will take into account all the recommendations of the Committee as approved by this House. view
  • 21 Jun 2012 in National Assembly: Mr. Deputy Speaker, Sir, may I repeat that I am not supporting on the basis of the undertaking given by the Minister. Before, we did not have that undertaking but now he has given an undertaking – in fact two of them which are very fundamental. One is that he will take into consideration the recommendations of the Committee as approved by the House. But for those recommendations that are not approved by the House that he is having difficulty with, he will come to the Committee and discuss and where we feel aggrieved, our decision will prevail. This is ... view
