  • 2 Jan 2013 in National Assembly: Mr. Deputy Speaker, Sir, we should look at one thing which is: In principle, do we agree that senior State officers are entitled to some form of benefits or not? view
  • 2 Jan 2013 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir. I rise to support the Bill. In saying so, I recognize the fact that the Constitution is very clear about saving the Provincial Administration. I think what has been most worrying to the Provincial Administration officers like chiefs, assistant chiefs and the lot was the use of the word “restructuring” which is a very vague word. “Restructuring” could mean “eliminating” because in the process of restructuring, you can get rid of. However, this Bill brings a lot of clarity to the matter. Due to the fears they have had, if we ... view

  • 20 Dec 2012 in National Assembly: THAT, this House adopts the Report of the Finance, Planning and Trade Committee on privatisation proposals of the five public sector owned sugar companies, three Kenya Tourist Development Corporation owned hotels and Kenya Wine Agencies Limited laid on the Table of the House today, Thursday, 20th December 2012. view
  • 4 Dec 2012 in National Assembly: Mr. Speaker, Sir, I rise on a point of order to request the Chair to give direction as to what should be done because we actually laid a Paper on the Table of this House and also had the Motion approved for debate about two-and-a-half months ago. I would like to seek the Chair’s direction as to why time has not been allotted and whether this could be done this week or next week. view
  • 28 Nov 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I second the Bill. view
  • 4 Oct 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I am leaving in about three, four to five minutes, but Professor will ably do so. However, since I am here and I know that this has been a very touchy issue, we thought that we should address it through an amendment. What has been happening is that KRA has a lot of difficulties with the Ministry of Finance. In fact, there are times when they do not even have enough money to run the place. So, we said that since they are doing such an important function, they are collecting money and yet they ... view
  • 4 Oct 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I have had this amendment for the last four weeks and then the Minister decides at the last minute to come and ambush us here with the Attorney-General’s opinion. It comes on the day when the Bill is under debate. The normal way we have done it is that, we link with the Minister in advance and we carry out any difficulties and we agree on a common position. But this view
  • 4 Oct 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I really do not understand where the objection from the Minister for Finance is coming from. This amendment was put there for a purpose. The existing law today specifies that the statutory manager can be appointed to be in a bank for only one year; if there is need for an extension then one goes to court. The court can only grant one a maximum of one year. I will give you a practical example of Charterhouse Bank. The statutory manager has stayed beyond the two years, seven years. There is no law here today ... view
  • 4 Oct 2012 in National Assembly: On a point of order, Mr. Temporary Deputy Chairman, Sir. I thought I made my point fairly clear that if a statutory manager goes, the law has provisions for it. But then how do you get that statutory manager out of the institution? Do you just wait and hope that you are lucky and the person will go? I gave a specific example. We were trying to cure some mischief. The best way we thought of was by having some provision in the law to make sure that the statutory manager must go away when they are supposed to go ... view
