Hon. Speaker, the closure of Moi University is disheartening. There is neither urgency nor any effort that is made towards its immediate re- opening. This is a scandal. As the Ministry and the Committee concerned bring a proper statement to this House, can they tell us the root cause of that situation? If it is tribalism, let us be told so that it is sorted out. If it is ethnicity or bad management, let us be told so that it is sorted out. If we do not get to the root cause of the problem, we will not run that ...

Thank you very much, Hon. Speaker. Article 132 of the Constitution of Kenya provides that the President will, every year, give a report to this House on the steps taken to implement Article 10. Article 10 is the ‘soul’ of the nation. Article 10 is what the engineers would call the software of the country. It is what the doctors would call the heartbeat of this country. Through Article 10, this country gave to itself how they want to be governed. It provides us with a map of where we want to go. In the last two-and-a-half years, we have ...

We have to deal with a person who believes that his job is to represent Mount Kenya. On this side of the House sit Members elected by the Mount Kenya people. On this side sit Members from Nyeri, Kirinyaga, Murang’a, and from everywhere else. Those counties also have governors. Nobody appointed Riggy G to be their benefactor or custodian of Mount Kenya. Our Constitution provides for leaders from that place to represent the people. By his actions of going against Article 10 of the Constitution, Riggy G has alienated Mount Kenya from the rest of the country. He has fought ...

Coalition agreements are between and among parties. If, for example, the MDG, which I run; has shares in the government, the shares are for the whole country, and not for a tribe or an individual. I must say that we will impeach him but all of us here today must also soul search. As we impeach Hon. Gachagua, have you lived a better life as a Kenyan? Have you lived a better life as a leader? What have you done in your closet that reflects what Hon. Gachagua has done? We will impeach him, but we must also change our ...

Thank you very much, Hon. Deputy Speaker. I thank Hon. Brighton and the Member from Kisii. The way we treat farmers in this country leaves so much to be desired. The only people who now earn an honest living, because we know where they get their money, are farmers. The only people who we still know are honest in what they do are those who work on their farms every day, with the hope that those farms will put some money into their pockets so that their children can go to school. They work on their farms so that they ...

Thank you very much, Hon. Deputy Speaker. I have a different view from that of the membership. It cannot be gainsaid that the NG-CDF is extremely important for the growth of this country. However, we have fallen short as Parliament. Every time we have had a chance to deal with this matter with finality, we move in a hurry with emotions, and we do not do what is supposed to be done. We have amended the ND-CDF Act so many times without getting it right. We can do it this time round with a level and cool head, and get ...

Thank you very much, Hon. Temporary Speaker. I thank the Committee chaired by Hon. Wanjala, my neighbour at home, for a good Report. The National Assembly, and Parliament as a whole, operates through Bills, resolutions and petitions. To know how effective our role is and that Parliament has "teeth" depends almost entirely on the adherence to and implementation of the resolutions that are made by this House. It is extremely disturbing that we take so long to make a resolution and then, even when we make those resolutions, if you listen to the Report that has been presented to this ...

The same issues are even brought to the next Parliament, and again, we talk. This is because we have not given our Committees "teeth", or even if we have given them "teeth", they are not "biting" with the "teeth" that the Constitution has given them. Our Committees are not using their "teeth". The electronic version of the Official Hansard Report is for information purposesonly.
