  • 3 Jul 2018 in National Assembly: On the issue of trustees, I propose that the new scheme should have a corporate trustee. A corporate trustee has a lot of understanding of how pension schemes are run. On administration of the scheme, I would suggest that an external administrator who also has knowledge of how to manage the scheme, runs the scheme instead of internal administrators. In the past, external administrators did better than internal administrators. This scheme is very important because there is a new rule that pension schemes should also have a medical scheme where the employees contribute towards the scheme while still in employment. ... view

  • 27 Jun 2018 in National Assembly: Actually, our youth are frustrated after they leave the NYS as are our graduates from the universities. Likewise, they leave the universities and they have nowhere to go. This is a good Motion to consider the issues of the youth. In addition to being absorbed into the disciplined forces, I suggest that the Government can also ensure that the NYS graduates are absorbed elsewhere because NYS may not have all the skills required in the disciplined forces.   • 13 Jun 2018 in National Assembly: Thank you. I support the budget for the State Department for Fisheries Agriculture and Blue Economy. I have a point to raise on fish ponds which we have started all over the country, especially in my county of Kitui which is semi-arid. They started so many fish ponds some time ago which were just wasted. People lack basic education on fish farming. So, as we allocate the money, I would urge the Ministry concerned to educate people on how to do fish farming. This is because the people heavily invested in this but all has gone to waste. Let me contribute to the President’s Address by commending him for the good Speech which was made to fulfil the national requirements on international obligations and also the requirement to report to Parliament on the state of national security. As one of the Members has put it, we support his Speech but we should also critique it for the purpose of improving in the future.   • 5 Jun 2018 in National Assembly: On matters of health, the President indicated that maternal mortality has decreased to 362 deaths per 100,000 from 488. This is commendable. But the figure is still high as the UN estimates 100 deaths per 100,000. So our figure is still high. view
