  • 12 Jun 2013 in National Assembly: problem is whether we have sufficient personnel for our people. I wish to propose that in every constituency, when proposals are made, they should incorporate the personnel to be employed by the CDF, so that we do not go far and then we blame the national Government or the county government. We should enroll at the constituency level. When a proposal is forwarded by any organization, school or village, it should have the component of the recruitment for the staff, including the equipment, so that we can fund them straightaway. I want to thank this august House for the effort of coming up with Bills which make this country develop. But, I am particularly concerned about the way we implement things in this House. view

I must applaud our Government and the private hospitals for the training opportunities for our children. But when it comes to employment of the same trained people, it becomes a problem. So, we are not really saying that we are lacking staff. The issue is where the funds are to employ them. view

Member to enumerate them, they will name so many. But the problem is not that they are lacking personnel. No! What we are lacking are the funds. At times, I feel that whoever is apportioning this Budget appears not to have the country at heart because we have so many students who have qualified from all those training institutions and they are idle. That is a better environment considering that we still have ASAL areas. The area is not far from the road and the road may be a bit better. What about ASAL areas which have poor infrastructure? view

That has come about because of the inefficiency of NCPB to procure fertilizer in good time. It is really shocking that after 50 years, this country is not in a position of handling insecurity, particularly along the borders. Hon. Abongotum has said that he has been in this House for the last 11 years and this has been the story throughout. Since we came here, we have had almost three or four adjournments on the same issue.
