Nevertheless, that loan guarantee shall be approved by Parliament. Mr. Speaker, Sir, Laikipia County Government submitted a request to the National Treasury for a guarantee of issue of Kshs1.16 billion infrastructure bond. Therefore, this indicates that Kshs86 million will be financed from the County Budget. The Laikipia County Government has accumulated pending bills amounting to Kshs720 million as at December 2021. However, further analysis of the financial performance indicate that it has the ability to repay the cost associated with the proposed Infrastructure Bond issue.   • 16 Jun 2022 in Senate: Thank you, Mr. Speaker, Sir, for giving me the opportunity to reply. I thank Sen. Mutula Kilonzo Jnr. for seconding, Sen. Cherargei, Sen. Cheruiyot and Sen. Kinyua for speaking on it too. According to the data provided to the Committee on Finance and Budget, they collect own source revenue of Kshs500 million annually. If I do my mathematics, they should be able to pay that loan with their own source revenue for a maximum of two and a half years. They still have Kshs1.136 million left to give. The Public Accounts Committee (PAC) and Public Investment Committee (PIC) will be part of the two Committees that will be existing, whereby Members of the County Assembly and County Executive will be in different Committees.
