  • 31 May 2022 in National Assembly: Hon. Temporary Deputy Speaker, I am an economist; I am not a lawyer. From the way the Mover has put it, the intent of the Bill is basically to strengthen the Supreme Court so that its functionality can be up to date. He made an observation that this has been done elsewhere. We should move with the rest of the world. We should not be in the third world. Technology is with us and we have to embrace it. As we have seen, during the COVID-19 period, which was very trying, most functions were done virtually. Therefore, it is for ... view
  • 24 May 2022 in National Assembly: Hon. Temporary Deputy Speaker, I am just weighing in. I have not had time to look at the document but it is coming out very clearly that the protection of the Executive by this House should stop. We actually are in charge. We oversee the Executive. The moment you give and take and just play around, then they will not take us seriously. I am surprised because I am told by the Mover that even somebody from the Ministry of Lands, apart from the CS herself, appeared before the Committee. I was not there. I am in the Departmental Committee ... view
  • 24 May 2022 in National Assembly: talk about collective responsibility. We take an individual Cabinet Secretary as a person. She must protect the interest of the Kenyans. If the title deeds were issued, there is nothing else. Therefore, I agree with the Mover that the proposed sanction must be effected, so that it can be seen to be effective. We are not toothless. view
  • 24 May 2022 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. view
  • 17 May 2022 in National Assembly: Hon. Speaker, please let me draw your attention to the fact that as we are debating today, people are watching and hearing each one of us make their contributions. This House has some respect; it makes laws and we must live by the law. This is not a personal issue as I do not know who this John Ogallo is. Most of us do not know him, but the fact that there is an integrity question on him, I ask this House, as the previous speakers have said, to reject the Report. We have too many Kenyans who are qualified, ... view
  • 17 May 2022 in National Assembly: many other Kenyans who are able to do that job and it is fair that we reject this particular debate and move on, so that we can do other businesses of the House. view

  • 6 Apr 2022 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me a chance to contribute to this very good Bill. I want to thank Hon. Gikaria for coming up with it, which is home-made. There are realities in the whole Bill. One, the youths and women are the majority in this country. This Bill will help us and open ways and means for the youths and women to get some contracts and employment. I read the newspapers yesterday, and population-wise, the youths and women are the majority in this country. Women are almost 7 per cent more than men. The youths are ... view
  • 6 Apr 2022 in National Assembly: Secondly, I support the Bill. When women, youth and people with disabilities apply for contracts, their details must be there. When you look at the company’s profile, you should see whether it is made up of women, women group or youths. The ages must come out very clearly. If it is a company for disabled brothers and sisters, it should also come out very well. When you look or evaluate it, they should be given the first priority in terms of awarding the contracts. view
  • 6 Apr 2022 in National Assembly: The other thing is that we have the NG-CDF. We have the constituency project management committees. Once we pass this Bill, the issue of marginalised groups should come out very clearly. When we evaluate the companies that have applied for a specific job, we have to consider people with disabilities. The company shows the profile and level of education of the main directors. That should come out very clearly, so that the project management committees of the NG-CDF can award the group given it is made up of disabled persons. Such groups should be given opportunity to do the work. ... view
