  • 26 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister has said that this particular project stalled because of land disputes. I am also aware that there are other bus parks which were under construction and which have also stalled, especially in Kericho, Bomet Town, Kebirigo and Kapsabet. Why have they stalled? Is it because of the similar land disputes? view
  • 20 Apr 2006 in National Assembly: asked the Minister for Health:- (a) whether she is aware that Walter Reed International is conducting research on HIV/AIDS in Kericho District; (b) whether the Government sanctioned the research on the tea estate workers; and, (c) who the custodian of the findings is. view
  • 20 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, whether it is Water Reed International or Walter Reed Project, the mistake is coming from the Ministry of Health, not National Assembly. It is them who have said so in the written answer. However, I am happy with the answer the Minister has given. The research is being done on human beings and they are calling them adult volunteers. I believe these are "guinea pigs". What is the security that these people have in case the research activity goes haywire and affects the health of those particular individuals? Is there any sort of compensation? view
  • 20 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, in the answer I received, it was indicated that the custodian of the results of that research will be KEMRI and Walter Reed International. Could the Minister confirm that the research materials, which will be obtained out of that research, will be wholly in the hands of KEMRI and not an outside institution like Walter Reed International? view
  • 19 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, I beg to ask the Minister for Finance the following Question by Private Notice. (a) Is the Minister aware that tractors and other farm implements are now being taxed at 16 per cent? (b) If the answer to (a), above, is in the affirmative, when was the relevant law changed to impose taxation on agricultural equipment and implements? view
  • 19 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, I appreciate the answer given by the Minister. However, we have just come out of a severe drought and farmers have suffered a great deal. That hitch which the Minister is referring to has, indeed, caused another cost to the farmers by way of storage charges at the Port of Mombasa when the hitch was being sorted out. Could the Minister tell this House whether those farmers who were affected by the hitch and incurred additional demurrage charges will have these charges waived or taken over by the Government? view
  • 19 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, I am satisfied although I would want to know how far the arrangement by the Kenya Farmers Association (KFA) has gone to import tractors that would be sold to farmers at discounted rates. The matter was approved by this House from the Ministry of Co-operative Development and Marketing. view
  • 19 Apr 2006 in National Assembly: It is a comment, Mr. Deputy Speaker, Sir. view
  • 6 Apr 2006 in National Assembly: Mr. Speaker, Sir, transformers are very expensive equipment, and yet, every time consumers apply to be supplied with power by the KPLC, they are made to pay for them. To whom do the transformers belong at the end of the day? view
  • 4 Apr 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, thank you very much for according me this opportunity to join in this seven-day journey which was flagged off by the President six days ago. In flagging off this journey, the President delivered his Speech very well. I am saying so because of the experience I have in speech writing. I would not want to dwell on the content of the Speech, but I would like to say that there was wisdom in it. Mr. Temporary Deputy Speaker, Sir, hon. Members who have spoken before me have done so with a lot wisdom. As they ... view
