So, it is not that he has just missed this sitting. I would, therefore, ask you, Chair, to give him time, so that he can come and answer this Question, maybe, by tomorrow. view
  • 30 May 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, this Question should have been directed to the Ministry of Water and Irrigation, and not to the Ministry of Regional Development Authorities. This is because Lake Victoria North Water Services Board falls under the Ministry of Water and Irrigation, and not the Ministry of Regional Development Authorities. So, I would request the hon. Member to forward this Question to the Ministry of Water and Irrigation, so that he can get an answer. view
  • 30 May 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, this Question does not fall under my Ministry. The dam was being constructed by Lake Victoria North Water Services Board, and this Board is under the Ministry of Water and Irrigation. The Board is not under the Ministry of Regional Development Authorities. The regional development authority within that region, which is under my Ministry, is Lake Basin Development Authority, which is completely different from this one.   • 30 May 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, yesterday I gave an undertaking to bring a comprehensive report on markets which were being developed under the ESP. However, the report is being prepared and by next week--- This is because there are several Questions which are coming up every day on the same issue. I promised that I will make a proper report which I will table in this House for hon. Members to look at by next week. So, both Questions fall under the ESP. view

However, because I was not satisfied with that report, I appointed some officers from the Ministry to go specifically to these areas, inspect these markets and bring a complete report. This is because the officer who had prepared this report is under the Market Department. We were not satisfied when we looked at this report.   • 29 May 2012 in National Assembly: Mr. Speaker, Sir, I beg to reply. (a) The Kiria-ini ESP Market in Mathioya Constituency that commenced on the 22nd June 2010 is practically completed. (b) As I have already indicated, the market is practically complete and I have, therefore, instructed that it be opened for operations with immediate effect. I wish to confirm that the market will commence operations latest by tomorrow, 30th May, 2012. (c) According to baseline studies carried out by the County Council of Murang’a, the completed market cannot adequately serve Kiria-ini, and the neighbouring constituencies.   • 29 May 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the problem has been getting the National Environment Management Authority (NEMA) certificate so that the market could be opened. Now that the certificate has been received, it can be opened. I do not necessarily have to be there but we can ask any officer to open the market. The most important thing is for the market to operate. view
