  • 1 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, yesterday an hon. Member asked for a Ministerial Statement on the arrest of Mr. Swaleh Mdoe. I now wish to issue the same now. Mr. Swaleh Mdoe was arrested on 19th October, 2006 and booked at Kilimani Police Station. He was later moved to Kileleshwa Police Station, and the following day to Railways Police Station, Mombasa. He was arrested as an individual and not as a journalist. Therefore, his arrest is not part of the alleged campaign of intimidation and harassment of journalists. However, if the matter was not in court we would have released the information which we have. He must have gone to court to protect himself because he knows there is something the people of Kenya should know. (a) About 23,000 refugees have moved into Kenya from Somalia after the Islamic Courts started taking over most of the areas in the country. The child involved has been treated and vaccination has been done in the camp. So, we have not detected polio from the refugees who are arriving now. The disease was detected from the old refugees.   • 3 Aug 2006 in National Assembly: Mr. Speaker, Sir, I beg to reply. (a) I am aware that many youths are yet to get their identity cards and more are yet to be registered. (b) I am not aware since the issue of registration of voters cards does not fall under my docket. (c) Arrangements have been put in place to ensure that those who apply for identity cards, at the attainment of 18 years, are given the same without delay. The Ministry is currently undertaking an exercise to register all Kenyans who are eligible, to enable them take part in the 2007 General Election. view

But I have said that we are undertaking an exercise; it is actually a crash programme to ensure that not only the youth, but all Kenyans who do not have identification cards and deserve or are entitled to have them, get them. The process of allocation of funds to the Ministry is already ongoing, but this is a special task because we are registering three million Kenyans and it is an uphill task. Between January and now, we have issued out identity cards to 300,000 Kenyans. Those films are not made in Kenya. They are imported. Those are materials that we have to get from elsewhere.
