  • 13 Jul 2021 in Senate: resolutions and recommendations made from Parliament are addressed to the Executive who Parliament oversights. If those resolutions and recommendations are not acted upon, it means there is a serious gap. This Bill tries to bridge that gap to ensure the resolutions and recommendations of Parliament are acted upon. Resolutions and recommendations are mandatory and the Executive should see how to include them in their policies. I totally agree with this Bill. Introduction of Part 6A is very timely.   • 21 Nov 2018 in Senate: Mr. Deputy Speaker, Sir, health is one of the most important sectors in this country. Therefore, universal health care is something we need to achieve in Kenya. As far as the leasing of equipment is concerned, we, as the Committee on Finance and Budget, have difficulties. As mentioned by my other colleagues who have spoken before me, the figure was initially Kshs4.5 billion, then it went up to Kshs6.1 billion in the Financial Year 2017/2018.   • 21 Nov 2018 in Senate: Kenya is very diverse. Lamu County is not the same as Nakuru County. However, the equipment is supposed to be the same. We are required to have two well equipped hospitals in every county. Personally, I went to Mandera and Elwak hospitals. They do not have the equipment. Even some which are there, are not connected. In fact, I do not know what they are for. The infrastructure in the counties is also not similar. There is a serious problem with the way this equipment is managed and paid for. However, the employer, in the spirit of dialogue has been holding negations with the lectures on the Collective Bargaining Agreement (CBA) 2013-2017.The Salaries and Remunerations Committee (SRC) which has a constitutional mandate under Article 230(4)(b) and 226(5) is also participating. From the onset, I would like to oppose the Motion not because of the membership, but it is now the time to explore an alternative as provided for in the Standing Orders.
