In a likely event that they give us wrong information, we cannot in any way punish them. It is better for those who we approve and we can, at the same time, impeach them in case of wrong information. Again, CASs do not sit in Cabinet meetings. If they do not sit in Cabinet meetings, I do not know why they should appear in Parliament and answer questions. I stand to ask Question No. 368 of 2019 to the CS for Interior and Co-ordination of National Government: Considering that in 2016, during a meeting at the Kerugoya Catholic Church grounds in Kirinyaga County, the Ministry through the then Principal Secretary, stated that Kshs1.2 billion had been set aside to pay village elders across the country; (a) Could the Cabinet Secretary explain the progress in payment of the village elders?   • 7 Aug 2019 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I rise to support the amendment by Hon. Wilberforce Oundo. I appreciate and understand the fears because population censuses have been manipulated in the past. If we want to tighten this particular clause, then I suggest that these exceptional circumstances…. Even if we were to have a fire and earthquake, the assumption is that they will not be over the entire country. It may be in a particular area or part of the country. Having said that, can we not then define what these exceptional circumstances are because they have not been provided for? view
