  • 23 Nov 2016 in National Assembly: There is also the issue of the Bill proposing to domicile management of refugee affairs in two Ministries and that the Chairperson of the Kenya Refugee Repatriation and Resettlement Commission should come from the Ministry of Foreign Affairs or the Ministry in charge of internal security. We thought that would bring problems in terms of management. The Committee feels that this responsibility should be vested in one Ministry for purposes of streamlining and ensuring that there is no conflict in the two Ministries. These are people running away from their countries in order to seek a temporary home here and yet we are now saying that they can access employment, pasture and business. The Committee felt this will be very unwise to our people and could raise serious issues of conflict. It, therefore, needs to be interrogated. The issue of contempt of court has been an enigma in this country. Many people have suffered perhaps because of lack of proper interpretation of what constitutes contempt of court. To the extent that this Bill attempts to define contempt of court, what instances one can be punished by the courts for it and the defence one can put up in the face of such proceedings, I support this Bill.   • 11 Oct 2016 in National Assembly: infrastructure. I have noted that schools’ infrastructure in my constituency is in a very pathetic state. Since the schools were built up to today, very little has been done in terms of the infrastructure. Some of the schools are worn out. They lack proper sanitary facilities such as toilets. view
  • 11 Oct 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. This Bill focuses on the foundation of our education. I compare this with the architecture of a building. The foundation you set for a building will determine the kind of structure that will come up on it and even the lifespan of the entire structure. The ECDE is the foundation of education. With regard to the spirit of this Bill, we want to see issues of early childhood addressed in such a manner that develops standards. Most ECDE teachers are not trained. As a country, we need to have standards for teachers. We also need to have the infrastructure and other requirements in place. This will ensure that our children get proper foundation.
