  • 15 May 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker, Sir. In 2000, an international movement called “The Jubilee 2000” was started. This movement was view
  • 14 May 2013 in National Assembly: On a point of order, hon. Deputy Speaker. Is the hon. Member in order to call people with disabilities “vilema” when the official title for them is “walemavu”? I would urge that he withdraws the use of the word “vilema”. There are no view

  • 14 May 2013 in National Assembly: Hon. Deputy Speaker. I rise to make the following comments on this Motion. First and foremost, I wish to observe that for the second time, through an act of the President, issues of people with disabilities seem to be taking the back banner. We expected that out of the 16 nominees, at least, one shall be a man or woman with disability. Many of our people have gone to school and have participated in leading organizations. We are concerned, as a sector, that the 5 per cent as stipulated in Article 54(2) of our Constitution has not been met. Under ... view
  • 14 May 2013 in National Assembly: Yes, hon. Deputy Speaker, That is not a point of order. It is a point of argument. Sit down, Sir. I also know for example that there is a very qualified gentleman, and it is also good to commend those who were well appointed. The nominee for Treasury seems to have an impeccable track record and even his qualifications are impressive. However, I take issue with the nominee for Devolution and Planning. view
  • 14 May 2013 in National Assembly: Please, do not gag me. It is my air time. Hon. Deputy Speaker, Ms. Anne Waiguru only seems to have a lot of experience in distributing money through the Integrated Financial Management Information System (IFMIS) and I do not think that is devolution. view
  • 14 May 2013 in National Assembly: Hon. Deputy Speaker, I do not think this House is just a rubber stamp to say yes or no. We must interrogate the curriculum vitaes of those ladies and gentlemen who are actually going to be in charge of the various dockets that are very critical to our country. view
  • 9 May 2013 in National Assembly: I would want to support. If Article 218 requires that a bill coming to this House should have a memorandum then it introduces a legal debate as to whether that memorandum should constitute part of that Bill. This is a new regime in this country and anybody could actually say by the virtue of that provision, it is constitutional that we should look at the bill. Bills are also accompanied by schedules and I think the House needs to realize that the Treasury will result to its own schedules as proposed in the memorandum to justify this Bill. Hon. Chairlady, ... view
  • 9 May 2013 in National Assembly: Thank you, hon. Deputy Speaker. Now that we have passed this Bill, I would want to urge in future deliberations, that in the same spirit we increase the allocation from the current 32 per cent to 40 per cent because if that was to be done in the current estimates, we would be able to have netted another Kshs.20 billion to go to the devolved units. It is also a concern because if you look at the Bill and the way we have discussed it, there are some factors that have not been considered. First and foremost, we considered the ... view
  • 9 May 2013 in National Assembly: So, I do appreciate this and I do hope that then it shall go ahead to ensure that, indeed, we devolve service delivery and that Kenyans from now henceforth shall be able to feel government where it matters most. Thank you. view
