  • 3 May 2018 in National Assembly: Second was the framework of devolution which in a way is a very fundamental core of good governance. Devolution is applauded in the Constitution as an opportunity to give citizens a voice and bring them to leadership and, indeed, ensure that their voice is heard. view
  • 3 May 2018 in National Assembly: Finally, was the call by the President in his Speech that we need to come together as leaders at all levels and that Kenyans are at a point where we all must engage in deeper reflection because Kenya has a long way to go. view
  • 3 May 2018 in National Assembly: At the outset, when we look at where Kenya is, we see that there are issues that continue to bedevil the Kenyan populace at all levels whether we are talking about the public service or not. We look at how it does its work. Sometimes, we even distinguish between the public service and the political space. I speak as someone who has served as a Permanent Secretary in the Ministry of Gender and Social Development during the Coalition Government and therefore had the privilege to see the enormous opportunity that exists if we can build and ensure that the sense ... view
  • 3 May 2018 in National Assembly: I reiterate that issues that continue to challenge us are on how our elections have become an expression of hatred and as we call for national reconciliation, what Hon. Jeremiah Kioni indicated that when we shake one hand, there seems to be a sense in which we might not be shaking another or that when we talk about Equalisation Fund in the august House, everybody says that their area is not included or their group is excluded. If most of us were to take note, we would see in the social media very disturbing images of young people copying dancing styles that are unheard of. I would, from ... view
  • 18 Apr 2018 in National Assembly: out - which is very timely - I hope there will be room and opportunity for us to call on our indigenous knowledge and truly benefit from the kinds of circumstances that some would call ‘witchcraft’, but which seemed to have worked before. I hope we will also benefit from the spiritual engagements that those of us who are of faith engage in. As I conclude, I want to remind Members that when we talk about mental health, we might want to think that it affects only those people who are outside, namely, the mad people we perhaps see in ... view
  • 17 Apr 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I also rise to support this extremely important amendment mainly because as we look at the question of PPP, we are really looking, in terms of our country Kenya, at how we have come to be much more focused about clear performance definitions. We would want to have a performance-based contract and that we would want to very clearly be alive to the manner in which the private sector will supply services to the public service over time in a way that is defined. As I support the Bill, I am also alive to ... view
