  • 6 Aug 2013 in National Assembly: Hon. Temporary Deputy Chairman, I think my concern has actually been adequately addressed by the hon. Member who has spoken. But I think it is important that we are not presented with the Bill that we rubber stamp. I am saying so because we have been given this Bill this afternoon and we are supposed to discuss it. They know so well that we are not able to raise the requisite numbers and they present us with the same Bill so that we pass it without actually--- view
  • 30 Jul 2013 in National Assembly: Yes, hon. Speaker. I am sorry that I am speaking after our Chairman, but I think what we said, unless there was change of mind is that we really needed to enlighten this honourable House that some of the Cabinet Secretaries and, indeed, Government functionaries when you call them to question them, they kind of ignore this august House or the committees of this House. That is a great concern. view
  • 24 Jul 2013 in National Assembly: Thank you, hon. Deputy Speaker. I rise to support the nomination of the two very able ladies, Dr. Salome Wanjiku Gichura and Ms. Saadia Abdi Kontoma. These two people are actually very qualified Kenyans. I am a Member of the Committee on Education, Research and Technology and I did participate in their vetting. However, there are certain fundamental issues that you will allow hon. Members of this House to think over. I did raise an issue that whenever appointments are made to whatever positions in this country that require the vetting of this august House, it is incumbent upon us, ... view
  • 17 Jul 2013 in National Assembly: Hon. Speaker, Sir, I rise to support this Motion. I want to register certain observations about this Act that we are talking about. The mood of the country is that we are moving towards devolved systems. For us to embrace a body that is collapsing several boards into one centralized system could be a disservice to this country. I would suggest that while we extend the time that will be taken for us to operationalize this Act, the Committee on Agriculture, Livestock and Cooperatives, which has asked for this extension, should move with speed to study the Act with a ... view
  • 3 Jul 2013 in National Assembly: Hon. Speaker, Sir, I want to thank you for giving this opportunity to contribute to this Motion. The 11th Parliament came into existence during a time when our Constitution also changed. Parliament as is currently constituted has got extended powers. The best thing that could be for the benefit of this country would be to engage Parliament, every other time that we sign any agreements with our development partners. Hon. Speaker, Sir, I want to say that for us to encourage development in this region, and for us to encourage industrial growth within our country, it would be important to ... view
  • 12 Jun 2013 in National Assembly: On a point of order, hon. Temporary Deputy Speaker. I just wanted to inquire from the Chair if, indeed, we have the right quorum to transact this business. view

  • 15 May 2013 in National Assembly: Much obliged hon. Temporary Deputy Speaker. I want to add my voice to the many voices that have talked about this Motion. First of all, we must recognize the elderly people as having contributed immensely to our economy during their productive years. When it comes to their twilight years, it is the business of the society called Kenya to take care of them. In that regard, therefore, I want to add another angle to this Motion. That it is our obligation as Kenyans to give social protection to the elderly of this society. We are aware that there is some ... view
