  • 29 Sep 2020 in National Assembly: If some of the Bills that we pass are never implemented, our people may never take us seriously. For us to be taken seriously, and for the country to know that this is the honourable House from where all the laws that affect our country come from, they have to be implemented. When a law goes through all the processes and is assented to, there is no reason why the Executive or any other body which is supposed to implement it would say that the law is not implementable, unless it is against the Constitution of Kenya. The secretariat also ... view
  • 29 Sep 2020 in National Assembly: Hon. Temporary Deputy Speaker, I beg to second that the Public Participation Bill (National Assembly Bill No. 69 of 2019) be read a second time. This is because the principle objective of this Bill is to provide a framework for effective public participation. We are all aware that the 2010 Constitution brought in a new system of governance where the people of Kenya are placed at the centre of every governance issue that takes place within public institutions in Kenya. Accordingly, in all public processes which include policy making, legislative and even decision-making, the people of Kenya must be involved. ... view
  • 10 Feb 2020 in National Assembly: Thank you, Hon. Speaker for giving me this opportunity, so that I can also condole with my fellow Members of Parliament. On my behalf and the people of Nyamira County, I want to express my sincere condolences to the family of our second President who has fallen. He did a lot for the people of Kenya. We want to put the children of Mzee into the Lord’s hands because we know this is a sad moment, particularly to the grandchildren who could have really wanted to stay with their grandfather. His time was up and God decided that he should ... view

  • 4 Dec 2019 in National Assembly: Hon. Temporary Deputy Speaker, is the Member in order to discuss one community as if this House has always been discussing only members from one community? Is the Member in order? We have discussed members from other communities. We have not brought the idea of only members coming from one community. This is a House of Parliament and we are discussing matters of this nation. view
  • 27 Mar 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this chance. From the outset, I support this Motion. This Motion is long overdue. The village elders have done a lot for this country. They are attached to our chiefs. The electronic version of the Official Hansard Report is for information purposes only. • 27 Mar 2019 in National Assembly: These are the people who give the basic information from the villages. They have been involved in major development projects which we do in our communities. view
  • 27 Mar 2019 in National Assembly: Let the world know that in Kenya, we have not thought so well about the village elders. Even those ones who are Christians, the Bible says: “man eateth where he worketh”, but the village elders work and they have never been paid. It is long overdue. They should be recruited and remunerated. Above all, these are the most important people who give information that the Government needs. They have done a lot in terms of encouraging people and students from villages to go to school. Whenever there is an issue, these are the people who are contacted. They should be ... view
  • 29 Aug 2018 in National Assembly: Hon. Deputy Speaker, thank you so much. I also support this Petition. Indeed, our people are suffering from Hon. Obiri’s constituency. We have heard the cry. Women have been affected. Recently, many people died because the hole where they were digging collapsed. We are asking this House, through the relevant committee, to ventilate and come out with solutions which are going to assist our people. We have seen the havoc this mining is causing. I support. • 25 Apr 2018 in National Assembly: whenever water is mentioned we are really touched. The people of Kenya know water is life. I support this Motion simply because all over Kenya water is a necessity in schools, universities, hospitals and industries. Again, looking at the rural areas we see what happens to our mothers and young girls when they go looking for water. view
  • 25 Apr 2018 in National Assembly: Water has become a source of war. When there is scarcity of water women fight because of long queues throughout the day and night. The Government needs to move with speed and make sure that systems are put in place to support collection and storage of water so that it can reach people. We have a blessed land because God has given us rains but most times the water goes to the ocean and it is not used. This water should be harvested so that it can assist our people. Industries will come up and we will realise the Big ... view
