I support the amount allocated but, going forward, I will beseech the Budget and Appropriations Committee and this House to progressively increase the amount allocated to the Judiciary. As an hon. Member just said, we have some counties in this country that do not have High Court stations and some constituencies that do not have Chief Magistrates’courts. We all know that the Judiciary is core in development of any country which observes the rule of law. I support but going forward, we should at least increase this allocation to the Judiciary. view

As a Member of the Departmental Committee on Administration and National Security, I rise to support the amendment that our Chairman has proposed. Why do I do that? In any other circumstance where police officers are conducting an investigation, let us just use an example that they have found you with a car that they think has been involved in a crime.   • 25 Apr 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to second the Motion to annul the NTSA (Operation of Commercial Motor Vehicles) Regulations, 2018. When we retired to consider those Regulations, it became apparently clear that there was no sufficient or even adequate public participation. The issue of public participation is already anchored in the supreme law of the land. It is in the Constitution and is a constitutional requirement. We urge regulation-making bodies or organisations that moving forward, they should always ensure that there is public participation.   • 17 Apr 2018 in National Assembly: THAT, the Motion for adoption of the report of the Departmental Committee on Justice and Legal Affairs on the vetting of the nominee for appointment as a member of the JSC be amended by inserting the following words at the end thereof— Subject to the deletion of Recommendation No. (iii) on page 19 of the Report. The recommendation I am seeking to be deleted reads as follows: “That, the matter for vetting of Justice Mohamed Abdullahi Warsame be deemed to be sub judice pursuant to the provisions of Standing Order 89 pending the outcome of the court case.” view
  • 17 Apr 2018 in National Assembly: Hon. Speaker, Standing Order 89 implies that the matters sub judice or sacred shall be determined by the Hon. Speaker and not the House. It is my view that, that recommendation was not properly included and ought not to have been included because my reading of Standing Order 89 is of the effect that, that is within your power. Further, the recommendation is self-defeating in that the Committee cannot be seeking that the House resolves that the matter of the vetting of Justice Warsame be deemed sub judice because it means that the House should not make any reference to ... view
  • 14 Sep 2017 in National Assembly: Thank you, Hon. Speaker. I would like to sincerely thank the people of Kirinyaga Central for having faith in me and electing me from among the many contestants. I also would wish to thank the whole of Kirinyaga County for coming out in large numbers on 8th August 2017 to vote for President Kenyatta with the highest number of votes in terms of percentage. On 17th October 2017, they should do it again and let Kirinyaga shine again as the county which will vote for the President with the highest percentage of voter turnout.
