  • 30 Apr 2015 in National Assembly: Hon. Temporary Deputy Speaker, first, the Committee did a commendable job on this report. That is mainly because road carnage is very high in the country because of the tankers and other heavy vehicles that use our roads. This should divert a lot of this traffic to our pipeline to deliver oil from Mombasa to Nairobi. That will increase efficiency in the delivery of the products to Nairobi and at the same time induce a reduction of prices of the petroleum products at our pump stations. That will have an effect on our economy in terms of growth. The electronic ... view
  • 30 Apr 2015 in National Assembly: Sometimes the tankers which delivery the products to Nairobi overturn and the spillovers become an attraction to the wananchi to go and collect. From experience, this has caused a lot of deaths. The cost of maintaining our roads will also go down. That is good result for our economy and our Budget. The KPC should be encouraged to extend the pipeline to other areas in the country, especially from Turkana to Nairobi or Mombasa. In effect, that is good development for our country. We should support that. The recommendations by the Committee are good. I support the recommendation that there ... view
  • 6 Aug 2014 in National Assembly: Thank you, hon. Speaker for giving me this opportunity. As you may be aware, this is the first time I am speaking since I came back to this House. First, I would wish to start by appreciating the support of the people of Bonchari Constituency and even this House. The prayers I got assisted me to get the support. God provided the way and I got the support from the rest of the country. With regard to this Bill that we are now discussing, I wish to say that I support the Bill that proposes to amend the Kenya Ports ... view
  • 21 May 2013 in National Assembly: Thank you, hon. Deputy Speaker. I stand to oppose this Motion, but from the word go I would like to be on record that I am aware that various parastatals require support in terms of writing off liabilities and also rehabilitation. My reasons for opposing this Motion are: One, funds to write off the liabilities will be coming from the central Government which will have already given funds to the counties so that they can be ready to cover their functions. To give additional support in the form of writing off liabilities is like giving double support. They will be ... view
  • 28 Mar 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to the President's Speech. First, I support the President for the good Speech that he made and the points he dwelt on, especially, on the performance of the economy which is doing very well. This is so because of the good management of the economy by the March 28, 2007 PARLIAMENTARY DEBATES 235 Government generally. As we all know, production in the areas of milk, maize and wheat, tourism, horticulture and generally the agricultural sector is doing very well. Because of that, all we can expect ... view

  • 17 Oct 2006 in National Assembly: Mr. Deputy Speaker, Sir, I beg to ask the Minister for Local Government the following Question by Private Notice. (a) Is the Minister aware that Suneka Town Council awarded, through single sourcing, a contract for the design of a strategic plan to Strategic Design Consultants on 25th August, 2006? (b) Is he further aware that the form of tender, the letter of offer and acceptance for the award amounting to Kshs400,000 were signed on the same day? (c) What steps is the Minister taking to reverse the fraudulent award to save the council's meagre resources and prosecute those responsible? view
  • 17 Oct 2006 in National Assembly: Mr. Deputy Speaker, Sir, first of all, the tender forms were signed on 25th August, 2006, but the award was made on 24th August, 2006. This is contained in the documents that the Assistant Minister laid on the Table. Could the Assistant Minister confirm whether he supports his statement or not? view
  • 17 Oct 2006 in National Assembly: Mr. Deputy Speaker, Sir, the Chairman of the Finance Committee is supposed to sit in the Tender Committee. However, I have a letter from the Chairman of the Finance Committee stating that he never attended the Tender Committee meeting and he was not aware of it. Secondly, the Assistant Minister has accepted that there were irregularities but he has not said whether he will stop them or not. Could I lay on the Table the letter of the Chairman of the Finance Committee to assist the Assistant Minister revoke that tender? view
