  • 17 Oct 2007 in National Assembly: Mr. Deputy Speaker, Sir, I would like to know from the Assistant Minister the Vote from which the Government sourced the Kshs165,000 it spent on Mr. Ayanu. How much money is still available for use on Kenyan heroes who have made this country proud? Do you still have money on that Vote, so that we can use it to help genuine Kenyan heroes, as opposed to the one who was fictitiously brought into the country? view
  • 17 Oct 2007 in National Assembly: Mr. Deputy Speaker, Sir, I asked which Vote the Kshs165,000 was sourced from, and whether any funds are still available from that Vote, so that we can use them to assist real heroes of this country. view
  • 16 Oct 2007 in National Assembly: Mr. Speaker, Sir, the issue of this road was the subject of a Question that was raised here sometimes last year. We raised the fact that the base of this road has actually collapsed. I would like to state that Kshs3 million for a road that has totally collapsed is just peanuts. When the President was in Uasin Gishu last year, he promised that, that road would be reconstructed. Could the Assistant Minister confirm that additional funds will be available, so that proper construction of that road can be done? view
  • 9 Oct 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I want to support the Minister. There is going to be a very chaotic situation, if everybody who is going to quit employment at a very tender age will be able withdraw their money. It will be very difficult to budget for it, and I think it is going to be very chaotic for the NSSF. I think we should consider whether, indeed, it is necessary for somebody to get his money at will. It is not right and I support the Minister. view
  • 2 Oct 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I wish to support this very important Motion. But I should not be given conditions by this Minister here. Mr. Temporary Deputy Speaker, Sir, I think it is very clear now from this Report that, indeed, the Safaricom Initial Public Offer (IPO) should actually be stopped, if you read the Report very well. Read the agreement that was there between Safaricom and Vodafone. Vodafone should have disclosed who they were selling the 10 per cent to, and at what price. To the extent that, that was not done it, therefore, means that there ... view
  • 2 Oct 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, while I do not want to challenge your ruling, he has just arrived! He does not even know how long we have been debating this issue. view
  • 2 Oct 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I was making my final contribution before being interrupted by this late-comer. Mr. Temporary Deputy Speaker, Sir, what I was saying is that NCPB, which is in the heart of many farmers in my place, should be recapitalized. I think the Minister should give it sufficient funds so that our farmers do not loan the Government. They should be paid in cash. I can see the Minister from Kitale is smiling because I know he is suffering! His farmers have not been paid because the Government has no funds! So, I want to urge the ... view
  • 19 Sep 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, while we appreciate the work that has been done by the Ministry, could I request the Minister to consider, just as it was done in Coast September 18, 2007 PARLIAMENTARY DEBATES 3977 Province this year, to do the same for North Rift? All the money that was given to us for roads was spent but the rains came immediately. Therefore, we have exhausted our funds and the roads are in a very bad situation. We should have the same emergency response as it was done in Coast Province. view
  • 19 Sep 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to make my contribution to this very important Bill. Just to start from where my colleague left, the increase in tax of 120 per cent on plastic bags is punitive. But that is not the main issue. The issue is that there are some plastic bags which are not even a threat to the environment. We go to the supermarkets and, therefore, know that the big plastic bags are not a threat at all to the environment. Therefore, the Minister for Finance should have consulted widely and, especially, with the experts on environment. ... view
  • 6 Sep 2007 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister for Information and Communications the following Question by Private Notice. (a) Could the Minister confirm that the Government is in the process of awarding a contract for services under Phase II of the Kenya Rural Telecommunications Development Project through single-sourcing? (b) What is the cost of the project? (c) Why was the project not subjected to competitive bidding? (d) What is the status of Phase I of the project? view
