  • 7 Nov 2017 in National Assembly: Thank you, Hon. Speaker, for giving me an opportunity to contribute to this very important Motion on climate change. Climate change issues have been with us for a very long time. I believe this policy framework is even late for adoption. In our country we have many changing climatic patterns. Some of us come from agricultural areas. I come from Mwea where we produce rice. Our production of rice highly depends on the rainfall patterns. It is therefore important to ensure that our people have the capacity to adapt to climate change. When we talk about this Motion, I am ... view
  • 12 Oct 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support the Motion that we adjourn until 7th November. It is very important for us to go back home to participate in the election process and to support our candidate. As you are aware, the election date is set for 26th and we are ready for it. This will be an opportune time for us as Members and especially the new Members to go back home, interact with our constituents and explain some of the things we have learnt in this House, including some of the bad manners we have seen ... view
  • 12 Oct 2017 in National Assembly: I really pity those who lost their car windscreens, side mirrors, crates of soda and so on. When I first got my job, I worked so hard to get a car. So, I put myself in the situation of those people whose cars were destroyed in the chaos. Some of them may not have enough resources to put in the necessary insurance and then somebody from nowhere comes to throw stones at their cars and destroying them. Maybe that particular car is the only thing one had to move around with or even use to get married. It is a ... view
  • 11 Oct 2017 in National Assembly: Thank you, Hon. Speaker, for giving me this opportunity to contribute to this policy statement, which I support. Being well versed with the conflicts that we experience in this region, and especially in Kenya, I can state that most of them are related to land. Having a land policy will address most The electronic version of the Official Hansard Report is for information purposesonly. • 11 Oct 2017 in National Assembly: of the conflicts, be they human to human conflicts or human-wildlife conflicts that have characterised this country for quite some time. The policy will also address food insecurity. We are all aware of what happens whenever we have drought in this country. We have had to turn to the international community for food. Once we have a land policy in place, we will enhance land utility to address food insecurity. We will also address the issue of environmental degradation that we have been witnessing in our country. By having a policy, we are simply saying we would like to use ... view
  • 11 Oct 2017 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. I want to support the Mover of this Motion. It is unfortunate that our brothers who represent areas that would benefit a lot from this Motion found it necessary to be out there in the streets to market themselves through stone-throwing. Exploitation of farmers in this country has been on for a very long time. Exploitation has been happening through various ways. One of them is the structural denial of access to finances or payments that are due to farmers. This exploitation goes beyond sugar-cane farmers. I relate this very well to ... view
  • 11 Oct 2017 in National Assembly: You will recall that whenever we have drought in this country, we end up importing a lot of commodities. By focusing on the farmers, we can have enough for this country because this land of ours that has been freely given to us by God is enough to sustain us if we can utilise it the best way possible. So, I support this Motion and hope that the Ministry of Agriculture will act very fast to ensure that farmers in the sugar-cane growing areas are not only paid in 14 days but on cash-on-delivery basis as my colleague, Hon. Sankok ... view
  • 27 Sep 2017 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. Congratulations are in order. I have had an opportunity of interacting with you and no doubt I am sure this 12th Parliament will benefit a lot from you. I stand to support the ratification of this Nile Basin Cooperative Framework Agreement. The use of the Nile waters has been an issue in this region for a long time. It is an issue that has had a potential to bring war into this region. Therefore, having a cooperative framework that will enable us as a region correct the anomalies, the historical problems we ... view
  • 27 Sep 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I will check my dictionary to see whether this is really not a language to be used. I take note that Egypt and Sudan have not signed this framework citing a revision of Article 14(b) of the same. It is a clear indication of the fact that Egypt and Sudan… I do not know which Sudan we are referring to as one of the past speakers have noted because they have been benefiting and have been holding us captive because of the Agreement of 1902. I have had a chance to participate in a ... view
  • 27 Sep 2017 in National Assembly: am hoping, moving forward, we shall start seeing bodies that can actually implement activities in peace and security that can be beneficial to our countries and the member states around us. Therefore, I stand to support the ratification of this cooperative framework and hope that WARMA is hearing us and will do something on the usage, especially on the main river that feeds Mwea Constituency and that is Thiba River. This river has been overexploited upstream leaving the people of Mwea who grow rice that contributes a lot to this country without water. Thank you, Hon. Temporary Deputy Speaker, I ... view
