  • 6 Jul 2006 in National Assembly: Mr. Deputy Speaker, Sir, I would like the Assistant Minister to state the Ministry's policy on transfer of teachers in the middle of the term and at any other time when the children are at school. The facts are that children at Nangina Mixed Primary School have been engaged in running battles whenever teachers have been sent to that school to replace this headmaster. The children have been reported to have picked up stones and sticks, and chased away any new teacher. Currently, the children are at home and are being re-admitted one by one. They have been asked to ... view
  • 5 Jul 2006 in National Assembly: Thank you, Mr. Speaker, Sir. Is the Assistant Minister aware that a number of schools in this country face the same problem of being required to produce title deeds in order to be assisted in many ways and yet the parents are unable to produce those documents? Could the Assistant Minister use his office to either issue a circular or write a letter to all the schools that can give credibility to those who are willing to assist them? Some of those schools cannot even receive the Constituencies Development Fund (CDF) money for development because they lack title deeds. view
  • 20 Jun 2006 in National Assembly: Mr. Speaker, Sir, it appears to me that this is more than an emergency. A number of schools have been affected, and in turn, a number of children in Amagoro have also been affected. This is an area where the Ministry of Education must do something very urgently. Beyond that, we know that the Ministry can mobilise resources and put up some temporary structures for those students, particularly the girls who are sleeping out in the cold. Could the Assistant consider putting up a pre-fabricated structure for those girls? view

  • 7 Jun 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to take this opportunity to recognise the contributions hon. Members have made to this Motion. First, I have noted with appreciation hon. Members' concerns that a legal framework for a well structured procurement officers' profession needs to be put in place in this country. At the moment, we receive professionals trained from all over the world and we do not have a structured profession for ourselves. Secondly, I have also noted hon. Members' desire to have an opportunity to say who should be a procurement practitioner in Kenya in terms of training, harmonization, ... view
  • 6 Jun 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to take this opportunity to thank hon. Members for their very sincere contribution to this amendment Bill. I have taken note of their very important contribution. I wish also to thank the Minister for his contribution to this Bill and the support he has given us. When we started working on this amendment Bill, we held a lot of consultations with the Minister and stakeholders. Members of Parliament in whose areas cotton is grown were also consulted. I am very happy that their opinions have been brought together in the Second Reading of ... view
